I don't have a filter, and my bowl is a little smaller than the average goldfish bowl.

First of all, this is an old thread, and IIRC, the fish died.

Secondly, the average fish bowl is about 1/2 gallon and not recommended for ANY fish, not even bettas. And neons need a filtered, heated tank and are schooling fish so one by itself in a small bowl would be miserable.
