Sounds like it could be neon tetra disease.
Does it look sort of like this (note the patches where the red stripe looks faded):

Unfortunately, there is no cure for NTD and it is contageous. If it is NTD, it would be best to euthanize the infected fish and keep a really close eye on the other tetras.

Dvross gave some really good info on euthanasia here: http://www.auspet.com/ubb/Forum3/HTML/001822.html

NTD is caused by a parasite called Pleistophora hyphessobryconis. It produces cysts in the tissue of the infected fish which leads necrosis of that tissue (causes the white patches). Infected fish might also have lumps/cysts, curved spines, and will have trouble swimming so they won't school with the rest of the fish.

It is transmitted by a fish consuming infected flesh (by pecking at a dead fish or nipping at an infected fish). It is possible for other fish to get it, but in my experience, neons seem more susceptible. I've lost several neons to it, but all my other fish are fine.

And I hate to be so negative, but just so you're prepared, it is possible that you could lose all your neons. Sorry
