My male cockatiel oblio flappes around his cage almost every morning or sometimes just when I'm in the room. Is he just trying to get my attention? Could something be wrong with him?

HI, No there is nothing wrong with him this is normal behaviour he is exercising his wings.
All cockatiels do this allowing him out of the cage to fly around a safe room will help him stretch his wings out fully.
