How do you pad train 2 maltese puppies at the same time?

    Hi everyone!

    It has been awhile since I've posted, I've been busy with non-dog issues. Anyhow, I have just gotten 2 male maltese puppies (7 weeks each, not littermates). I put them both in 1 large kennel, with half covered in newspaper and the other half is covered with a blanket and bed. They appear to be using the paper while in the kennel. When they are out of the kennel, they are confined to the kitchen area with newspaper on the floor in one area. One of them is fairly constant with using the paper, while the other is not. And the one that is not constant, likes to play on the paper and dig at the urine spots. He winds up distroying the paper and covering his lower half in ink and urine. Any suggestions on how to stop this behavior and to get him to also use the paper.

    I stop him in his accidents and put him on there, but he just sits there and then lays down. I think he'll be easy to train "stay", when the time comes, because he stays there until he just goes to sleep. And he doesn't finish urinating or pooping.
