First off take her to a VET! no one here can tell you if she's pregnant or not!

Maybe an attitude isn't necessary, but neither is irresponsible ownership, it makes people mad. You should be able to let her out, BUT not unttended in heat. Thats just asking for trouble. How sane does that sound? A bitch can always get out or some other irresponsible owners let their intact males run loose and can breed your bitch through the fence.

Why is that? If you were planning on getting your pet spayed it should be done before their first heat in their best interest.

So you left her out? That not fair to the dog or responsible. You could have purchased special (expensive) diapers for bitches in heat, or put little boys undies with a panty liner on her and/or kept her crated. If you must keep her outside a kennel run with boards around the side or a privacy fence while keeping her tied still is ideal to prevent her from excaping. This isn't even recommened for long time use but for fresh air and potty breaks. Not to mention females can get infections while in heat going potty because they get so close to the ground OR being left outside where they have to play, run and lay increases the chances of this.

In your other post you said you didn't want to terminate the litter because this dog is treated like a human and thats not humane. Or something along those lines. Well aborting the litter and having her spayed is probably the most humane thing for the pups. She is too young to be having a litter and the pups will be mutts, which means they can be even more prone to have temperament problems and the dogs medical and temperament histories are unknown. It is also very hard to find good homes, even when you think you have some responsible person taking a pup they know ways to fool you. It is much harder with a litter like this. People who are responsible will probably be looking into rescue, shelters, or breeders. Those looking for cheap or free dogs are usually not that responsible, wouldn't want to sign a contract or alter their animal. These pups could end up in bad circumstances, being neglected and allowed to have pups of their own every heat, being abused and beaten, being starved, raped, dumped off, and still meeting its death from neglect/abuse or humanely at a shelter. 2000 cats and dogs are born everyday, millions of pets are put down in this country and most dogs don't ever see their second birthday.

And what kind of human would be thrown outside for say having their menstrual cycle, who would throw their 15 yr old daughter out for that or put her in a situation where she could potenially get raped?

If she has an appoinment already then talk to your vet and ask them questions.

Don't blame this on your neighbor either, especially if it is a male that dug her out even an altered male may try to breed a female, they have drives they can't control. Maybe this dog frequelty runs loose, on the other hand this could be a responsible owner of an altered male who has a kennel run. The dog being male means it could still have sex drive and want to breed, most males will do anything to breed a female. Its not the dogs/owners fault some one hasn't spayed their female and on top of that left it outside where the male can smell her. I've never understood why someone would leave an a female IN HEAT outside?!?!?!? Its only asking for her to be bred one way or the other. Another thing I do not understand about this situation is WHY in the would would you WANT to wait for the female to have one HEAT before having her spayed????
