PETAs No Birth NationCampaign comes to Austin! The Animal Rights
Brigade marches on with their agenda to end all use, breeding, and ownership
of animals for any reason, including pet ownership!

The next meeting of the Austin Animal Advisory Commission will be Tuesday,
February 24th at Waller Creek Center, 625 E 10th St (between Red River and
Southbound Frontage Road of IH 35). Contact our Austin representative
George Armstrong at armstrong@infohwy.com if you can attend.

Following two public input sessions, the controversial issues are far from
finished in Austin, TX.
In fact, they are just beginning! The Austin Animal Advisory Commission is
drafting a proposal to be presented to the Austin City Council. There is
no written proposal at this time except regarding the exotics.

The first public input session covered two issues.
Questions regarding potential exotic pet ordinance:
(RPOAs concern is whatis identified as exotic? There should only be
wildand domesticanimal definitions.)
1) Should the current law that bans dangerous animals be enhanced to
include a ban of all exotic animals or only those that are considered
dangerous?
2) If so, should exemptions be allowed?
3) Should existing animals in the community be grandfathered in?

Questions regarding potential spay/neuter ordinances:
1) Would you be in favor of an ordinance that requires all cats and dogs to
be spayed by the age of 5 months?
2) If the above were implemented, should there be exemptions?
a) Should a license be required for intact animals?
b) Should a breeding permit be required?
3) Would you support an ordinance that requires any animal that has been
impounded at the Town Lake Animal Center to be sterilized before it is
returned to the owner?

Ordinances including these provisions are proven failures where they passed
12 years ago: San Mateo County, CA; King County, WA; and Montgomery County,
MD. Montgomery County, MD, rescinded their breeders permits and mandatory
spay/neuter ordinance five years after it passed and said it would take
another five years to get back to where they were BEFORE it passed! Animal
owners wont buy breeding permits and will go into hiding ­ meaning the
number of licenses and rabies vaccinations plummet. The city of Fort Worth
rescinded differential licensing because pet owners wouldnt pay for the
higher priced licenses.

Chairman Cherie Rachel stated the goals of the Committee were to: reduce
pet overpopulation in the community and reduce the number of animals being
euthanized. Fifty percent of the dogs are owner surrendered to Town Lake
Animal Center (the Austin city facility) according to Dorinda Pulliam. Why?

The problem has now been identified nationwide as pet retention ­ not
overpopulation as those pets had homes and couldnt keep them. The National
Council on Pet Population Report on The Top Ten Reasons for Pet
Relinquishmentcan be found at http://www.petpopulation.org with moving,
landlord issues, cost of maintenance, and no time being listed as the top
four reasons. Behavior problems are reported in other studies as a primary
reason.

The American Humane Associations Animal Shelter Reporting Study states that
only 7.3% of purebred dogs and 0.9% of purebred cats are received by animal
shelters. Most shelter personnel are not qualified to identify purebreds
and many times those identified are not really purebreds. We know this
because RPOA networks a statewide Purebred Rescue Program as an American
Kennel Club state federation for Texas.

Concerns have been expressed that exotic birds are included in the exotic
pet ordinance proposal. Wolf hybrids were mentioned, which is a misnomer.
The correct term is wolfdogs as there is no difference in the DNA between
wolf/dog crosses and other canines. What cannot be identified cannot be
regulated. In the past, Northern Dog Breeds have been misidentified by
animal control personnel as illegal wolf hybrids,confiscated and killed.

At a time when city budgets are being reduced, these bureaucratic proposals
would be costly to enforce and produce no tangible results.
Responsible Pet Owners Alliance suggests these talking points:
1) Better enforcement of existing ordinances (Leash Law, Animal Nuisance
and Animal Cruelty Laws which cover everything).
2) Voluntary Free and Low cost spay/neuter programs for pets belonging to
low income families receiving public assistance. A voucher program funded
by the city of Austin could be instituted with the veterinary community as
in San Antonio.
3) Education in pet care and bite prevention in elementary schools by
animal control officers.
4) Transfer programs between Town Lake Animal Center and rescuers be
enhanced to make the process easier -- not more difficult with
licenses/rescuerspermits.

Responsible Pet Owners Alliance says:
No Breeders Permits!
No Rescuers Permits!
No Mandatory Spay/Neuter of any kind, including animals impounded!
No Intact pet licenses and/or license differentials with high fees!
And last but definitely not least -
No Compromise!

The American Kennel Club and Responsible Pet Owners Alliance have both
expressed our concern in letters to Austin city officials. As soon as we
get a written animal ordinance proposal, well let you know. Thanks for

i hate those people. what a bunch of flakes...how long have dogs been domesticated for? is it true that they believe that animals should be able to vote?

You've got to be kidding me, right? NO PETS!! What kind of crap is that? I'm sorry, but I'm a firm believer that if my dogs didn't like my company, they'd leave. That and I think they think we're their pets!!!

These people have some serious issues. I'm sorry but they are totally whack.
I can see them having concerns about abuse, neglect so on and so forth, but come on!! Thye have taken issues FAR beyond reasonable, and frankly, I pitty them.
