There are two types of mange, sarcoptic mange(also known as scabies) and demodectic mange.

Demodectic mange is caused by mites that live on ALL dogs, but are usually only a problem for dogs whos immune systems are weakened for some reason (stress, generalized weak immune system, illness, among other things). Because ALL dogs have the mites present on their bodies to begin with, it is not "contagious", so to speak (though entire litters of pups may share the same weak immune systems and all have Demo). A dog can be around a dog with Demo, and even have physical contact with them playing, etc and will not contract the mange themselves.

Sarcoptic mange is contagious to both other dogs and humans. It is only spread through contact though, and does not live in the ground (you were probably thinking of Parvovirus, which can live outside the dog for long periods of time, even years according to some).
