Is your bird male this behaviour is normal if there was a female budgie around as males become agressive when wanting to mate.
Male birds do not come into heat nor do females, The term heat is given to animals with a vulva as heat is a term used for the vulva of say a dog becoming warm when ready to mate.

Male birds dont have a penis and a female doesnt have a vulva she has an oviduct where her eggs are made.

If the problem withthe male can only usually be solved by either getting him a mate or some toys for him to play with.
Letting him out of the cage to fly around and explore usually takes his mind of his urges.
