By "jelly bean fish" do you mean jellybean parrot or blood parrot?

Jellybean parots are a cross between a female blood parrot and a pink convict and are usually dyed bright colors like purple, blue, and green. Dying fish is a really horrible practice and generally leads to the fish having all kinds of healt issues and a much shorter life span. And if they do manage to survive more than 6 months, the dye will fade. They can get up to 6" so I would have to say no, they aren't suited for a 20 gallon tank.

Blood parrots are a cross between a severum and possibly a red devil and can get around 8" so 2 of them really need at least a 55 gallon tank.

And CSJ is correct, puffers are VERY aggressive little fish and will kill most of their tankmates.
