How can I tell? His body size seems to be smaller than other obviously adult bettas, but his finnage is considerably smaller in length - they are slightly bigger than a female betta's fins...

If hes a baby, how long will it take for him to grow his fins, and does he need any extra supplements to help him grow?

I really don't think there's any way to tell if he's a runt or young other than just waiting and seeing if he grows.

There are some varieties of female bettas that have longer fins and there are males that have shorter fins. I just bought a male betta a couple days ago. His body is the same size as my other betta, but his fins are all at least 1/2" shorter.
