First of all, your tank is overloaded. The oscars will GROW!!!!! You need atleast a 75 gallon for 2 O's. You will end up loosing everything in the tank.

Like angelgirl said, your tank is WAY too small. Unless you can get at least a 75 gallon tank within the next 2 or 3 months, you should take them back now. Oscars grow very large, very quickly and there is no way you will be able to keep them in a 10 gallon for very long.

Now, to your problem. Since you just got them, there is a chance that the one is just sulking. However, clamped fins can be a sign of major problems. What are your water parameters (ammonia, nitrIte, and nitrAte)? Did you cycle the tank first? What filter do you have?
