For just guppies, you could probably get by with a 10 or 20 gallon tank. Guppies do fall under the 1 inch adult fish / gallon rule so considering guppies get 1 1/2 - 2 inches, you can figure out how many you can put in the tank. But keep in mind that if you are going to have males & females, they're going to breed and there will probably be some fry that survive so you'll have to allow some more room for them.

Other things you'll need:
A filter that does about 10x turnover rate (10 gallon will need 100 gallons/hour)
A heater (3 - 5 watts/gallon)
Test kits for ammonia, nitrIte, and nitrAte
Dechlorinator

I also suggest that before adding any fish you read the following about the nitrogen cycle and fishless cycling. http://www.tomgriffin.com/aquamag/cycle2.html

Id use a sponge filter instead. All my guppies got sucked up in my filter in a night.

I think for that many guppies, a sponge filter wouldn't quite be enough filtration. I've never had any problems with my HOB's and guppies. However, you could always put a sponge prefilter or a piece of pantyhose over the intake of the HOB.
