It depends on what kind of feeders you want to breed.

For guppies, all you need is a male & some females (you may not even need a male if the females are mature and have been kept with males at the store), a tank that's at least 10 gallons and either a breeder box, lots of plants, or a separate tank.

You can let the female have the fry in the main tank and if you have lots of plants, some of the fry should be able to hide and not get eaten. Or you can place the female in a breeder box just before she has the fry and keep the fry in the box until they are bigger, or you can put the female in another tank, let her have her fry then put her back in the main tank and grow out the fry in the other tank.

But IMO, considering the expense and time it takes to breed your own feeders, it really isn't worth it. Very few fish actually need to eat other fish. A good quality pellet is much more nutritious (and a lot cheaper in the long run).
