CO2 at high concentrations can be toxic to fish. How much CO2 you require depends on how big the tank is, how heavily it's planted, how agitated the surface is and what kind of fish you have. A safe range for fish that is adequate for most plants is generally in the 15-25 mg/L (ppm) range. Most fish are OK below 40-50 mg/l. Depending on where you live (ie: your tap water conditions) you may also want to keep an eye on your KH and PH when adding CO2 (CO2 will drop PH). In the area I live the KH is moderately high, so addition of CO2 does not swing PH very much. If you have low KH, you can buffer it by adding sodium bicarbonate.
