Your fish likely has a fungus. Medications are available at almost all aquarium stores. It is important to find the root cause or the fungus will come back though. How big are your Oscars and how big is your tank? What is your maintenance routine? Future outbreaks can be minimised by using aquarium salt. The most I would add is a tbsp/5 gallons, many people that I've talked to use tbsp/10 gallons. I haven't used any yet in my tanks, but if I had a tank with problems I'd likely go 1 tbsp/10 gallons.

There are also two other diseases that your poor guys may be going through. Mine have suffered from the fungus mentioned earlier. The other two are closly related. If it is one of these you will need to determine the differences to know excactly what it is. Ich or scat is a disease where little grain-like scabs appear on your fish. They start small but increase in number shortly. The scabs are actually sacks that protazoans live in and the "Sack" opens and they spill out onto the Gravel and multiply. Velvet is much like ich but it is more of cotton-like substace on your fish. This disease is almost excactly the same as Ich, but it takes a longer period of time for the protazoans to mature and multiply. (Oh, Yeah!) Once these multiply they can go to any fish. It can shortly become an epidemic if you do not closly watch your fish. (I do like every five minutes!) There are medicines out there to cure it so don't panic. I used Ich guard two and it worked on Velvet too. The disease never stood much of a chance.

I hope I helped!
