  my sword tails doesnt look healthy

hello, I Have a 30 gallon tank, with 1 red tail shark, 3 bala sharks, 5 black skirt tetras, 5 otto cats, and 1 swordtail that looks unhealthy. His fins seem to be withering away. At first i thought it was fin rot, But i am not sure anymore. I read somewhere that swordtails sometimes have hereditary fin rot. What should i do to save this guy? I cant find any detail pics of fish rot. So im not sure what i should do? I also think that he looks stressed or and lonely, Do swordtails need company?
