I have a red tail shark and it has a watery bubble with looks like a white thread inside the bubble. Its situated under its left eye. I tried fungus eliminator and it doesn't seem be working. Could it be some sort of parasite? and how would I get rid of it?

It is a form of Popeye and is caused from bacteria. Most likely you have an UG Filter and have stirred up the gravel. Water change and an outside power filter will help. Treat as for fungus infections.
