  Neglected betta needs help!!

I just moved in with my aunt, uncle and their two daughters. (Ages 6 and 10. I'm 20.) When I arrived, I saw their bettas. One of them had fin rot (Which *I* fixed), and the other one.. is a different story.. [ ]

The fish.. I don't know what's wrong with it. It rarely reacts to outside stimuli, but the odd thing is.. whenever it swims, he's dragging his tail behind him. There is a small fake plant in the middle of the bowl, and it will literally curl around it.. And I swear, he actually "sits". (In a C shape on the ground against one of the leaves of the plant. Whenever he goes up to get air from the surface, it's always very urgent and sloppy.

I can tell this betta has been neglected and poorly cared for. (He's been living in a BATHROOM. That makes me so mad!) And I think his back may be broken? (I just took pictures with a digi cam.. which I will show anyone that thinks that they can help me)
