Your tank size is not the problem. What makes fish grow is tank space, plenty of air and feeding. Oscars should have food with a high protien content. The following is a repost from: angelfish with the bad boys

I usually started my Oscars out with flake and shrimp pellets. When they got to the size yours are now I went to feeder Goldfish, shelled shrimp like you buy at the grocery and lean beef heart. Also if you have a feed store in the area you can probably pick up a very inexpensive processed pellet food called trout chow, fisherman use it to bait a lake before fishing. It is a high protien food (as I remember about 58%) but it does have fillers like corn meal in it. You will hear all kind of pros and cons to feeders on this website but in 32 years I've only had a problem a couple of times (both times it was with flukes).
