here are some guesses
shovelnose tigercat(and related catfish)
pacu
arrowana
oscar
large(and i mean large espesailly when the red tail is big) plecostamus
agressive chiclids that wont fit in its mouth

Anything you want to feed it!! My 6" has devoured 4" Pangasius Cats and a 5" Zamora Cat. Even at it's largest a Tiger Shovelnose will be small enough for a full grown Redtail Cat to eat. The only fish I can think of that will get too large for a Redtail to eat is an Aripima Gigas, and I don't know if you can ship an Aripima in legally. If you can ship in an Aripima it would take a full size swimming pool to house it once it's full grown.
