From what I have read, you will need to use distraction (BEFORE he has lost control) and teach him some sort of self control. Does he know sit/stay? Get him to where he can easily sit/stay for a few minutes with no distractions, and then gradually work up to more and more exciting distractions, with shadows being the biggest distraction of all.

When he does go berserk, try to remain calm and quiet. Maybe try turning him away from the shadows and use your hands to gently sit him down and replace him when he springs back up. Don't yell or jerk widly on the leash or he will just feed off your apparent excitement.

Look for subtle signs that he is going to lose control - ears, eyes, breathing, tail, whiskers, tensed muscles. You MUST catch him BEFORE he loses control if you have any hope of avoiding the behavior.

Make sure he is not bored. Border collies require a LOT of exercise and stimulation or their obsessive behaviors get even worse. Perhaps consider further obedience work or agility training or stockdog training to give him an outlet.

And also be sure you give him an alternative to chasing the shadows. Showing a dog what not to do is all very good, but you must also show him what TO do.
