Not sure but I have learned when a dog starts whining something is usually wrong. But that also depends on the dog, if your dog does not wine alot I would suggest taking it to the vet.

If you suspect he is constipated, it could be an intestinal blockage. The thing is you are not sure so a vet needs to check him out. If your vet is closed, you need to find an emergency vet and take him in!! Please take him to a vet!!
