My dog used to do that too and when we lived in an apartment we would walk out to the parking lot full of parked cars too. He didnt feel comfortable walking out around the cars. Which actually was a good thing for us because we didnt have to worry about him running out into the parking lot or street and getting hit by a vehicle.
The only car he doesnt panic over is ours. He knows that our car is for when he goes "Bye-Bye/puppy ride".
We did at first have problems with him getting into our car on his own because at first he acted frightened. Our vet said it could possibly be because its sooo big compared to them that that is usually their first reaction is to question if whether its ok... for him it was being scared.

My dog never really had a problem with cars. The first car ride he ever took with us was a 5 hour one from Houston to here!

My puppy used to have to stop and stare at EVERYTHING that moved while we were walking. Cars, bikes, people washing cars, people mowing lawns - everything.

We either were very patient and tolerated it, trying praise and an excited, happy voice to coax her along after she got to watch for a little while, or we took her to a remote park where there weren't many distractions.

Your puppy is a baby. He is just interested in the world. It is all new to him.

i know the situation your in i have 14 month dog and we got him since he was 11 weeks, every time we walk him and a car goes its just like he freezes up, we assume its something to do with his past as we got him from a rescue centre, we have tried everything to stop it but its we can't stop it, we were told that what a puppy learns in its socialising period of 8 - 12 weeks stays with him for life, so we are not too worried we just try and avoid taking him walks near roads and put him straight into our car on the drive and the best way is to take them straight to a big field for walks.. should solve the problem.
