We are building the kids a new play area and want to put down the 6" of "cushion" recommended for safety under swings and climbing playthings, but I'm afraid anything I put down that's loose will mean "potty time" to our 2 in/out cats and all the neighbor's cats. Any suggestions for a material that would repell them and not be appealing as litter?

Hello. Welcome to the site. I could be wrong about this, but I don't believe indoor/outdoor cats would want to use an outdoor 'cushion liner' for a litter place, when they have all that wonderful dirt and such outside.
Do your two cats do this to other materials outside?
Perhaps someone on the site can suggest a specific type of 'cushion liner' or other helpful tips.

One more thing...you may want to go to your local pet store, as they have 'cat repellent products.' However, I have never used these products and I have no idea how safe they are for both you, your cats and your children. Basically these products are sprayed on the areas in which you don't want cats to go on.

I've heard cedar wood chips keep cats from getting in flowerbeds. Maybe that would help???

I can't offer any real suggestion, but a suggestion of what not to use.

Cats will go in sand and sandboxes.
