i think kittens only go on heat about every 3 weeks. i'm not sure on how long.
the only advice i can give you about her peeing on your clothes is to make sure there are none on the floor.
If you see that she's about to pee wet her with a water pistol and then place her in a litter tray or out side.

Yes, most vets will still spay a cat if its in heat. Her urinating outside the litterbox is likely "marking" but I would probably have a UTI ruled out before assuming so.

I would not have the kitty spayed while in her heat cycle as this may cause problems.

Cats come into heat every 4 weeks and they can last up2 nearly 2weeks for the cycle to end keeping her away from frisky toms is going to be hard.

Cats are like dogs they mark a scent when the pee so she is probably leaving her mark hoping there is a tome in the area that will come to her,This is quite normal even though it can be frustrating.

I would only let her outside if your out there with her that way you can chase away and toms that decide to enter to do there dirty deed..

Please do not place your kitty outside while she is in heat. If you do she will more than likely run off to find a mate, then you will be responsible for a litter of kittens and the ever hard task of finding them new homes.
Yes the vet will spay while they are in heat, some vets charge a tad bit more to do it during the heat cycle but it is well worth it.
