hi, I have a border collie that is 14 years old. Yesterday I noticed something akin to pulsing associated with his eyes. Not both at the same time, but alternately (the left eye will pulse, followed immediately by the right eye). This condition seemed worse 48 hours ago, but still persists (though seemingly not as bad as initiallt). The dog during these episodes seems somewhat disoriented. Any assistance in this matter would be greatly appreciated (being a full-time I simply don't have the money to take him to a vet).

This sounds like it could be a neurological problem. Brain related or nerves. Could be that he is just aging and maybe his sight is going but being that he is dis-oriented, I'm going with my first answer. If its possible bring him in for a check. Maybe see if a vet tech can give an answer. May be less expensive. Get one that been there for awhile. Do you know if he hit his head or fell on anything, is there any other would like a bump of any kind on his head.
