there is a family that lives on a hill behind me, their backyard banks down to my backyard. they have two small dogs, little more than puppies that they keep tied up to their deck all day, all night, day in, day out. we live in a fairly new development, there are no mature trees, there is no shade. they have one of those doghouses made out of plastic, not my idea of a source of shade.

would this be enough for animal control to be able to act? i mean, i don't know the guidelines or how bad a situation has to be. i don't see any hitting or abuse of that nature but just being outside exposed to the elements and the total lack of human contact, would that be enough to be considered abuse? it is in my book but would it be for them?

they've let the grass on their bank grow so high that i can't say 100% that they are left out all night but i'm 99% sure they are. if they do take them in then they do it after 10pm and they get them back out there before 7am every day, even on weekends so i am fairly certain they are out there all night as well as all day.

we live in NC--it was 90 degrees here saturday and they expect the same sunday. i know they've been out there in rain as well.

do you think i have enough to go on to call animal control?

Why not give them a ring and find out? They will tell you their guidelines themselves.

Unfortunately in Australia leashing a dog for long hours is not yet considered 'abuse'. But they are moving towards it, and about time. I don't know what it's like in other countries.

What you describe is horrible. Any animal lover would be repelled by it. Those poor little dogs.

It is certainly abuse in my books as well. A plastic kennel is terrible in the heat, as it only amplifies the heat. Jjami, do contact your ASPCA and tell them all this. You just might get a sympathetic person to listen to you, and follow it up. It really is worth it. And please let us know how you get on.

I would say give animal control a call. Tell them that you believe the animals are neglected. They are kept outside without proper shading and protection from the elements. Leave it anonymous if you want.

You can try animal control, but depending on the definition of "neglect" or "cruelty" in your area, they may or may not do anything. There have been a few dogs around here that I've called AC about, and the standard response that I've gotten is that as long as they have "shelter" (one dog only had a wooden box turned on it's side, but that was still considered shelter), water, and food (apparently it doesn't matter how much, as long as they get food), there's not much that they can/will do about it. I don't know if our AC is typical, or if other places are more "reactive", but all you can do is try.

Maybe you could talk to them to see if they really even WANT the dogs anymore? If not, then maybe you could help find better homes for them.
