Should the owner take responsibility for a dogs actions or is it just the breed itself?

Hey Hannah, you bring up a really good question. One day at work a Pitbull breeder came in and I asked her that same question. Are pitbulls inherently mean or is it the master? What she said was a mixture of the two. There are theories that aggression may be passed on through genetics. Aggression can also be induced by the dogs master. Actually back during the gold rush days and maybe further back, there were organized contests of dog fights. During these contests lots of money switched hands, so more participants started breeding their dogs to be aggressive, that's where Pitbulls came into play. Pitbulls had agility, strength, and the jaws to fight ferociously against other dogs during a match, and it just kept escalating from that point. These owners would abuse there dogs basically just to make them more mean, which correlated into aggression.
But for the most part in today's society I would think that the aggression that dog's display can probably be attributed to how the owner acts towards the animal. By law, the owner is responsible for its pet. Therefore if the pet has a record of bitting, the victim can most certainly bring a law suit up against the pet owner. The law can be tricky especially with all those blood sucking crooked lawyers out there, so the proper answer to your question is "It depends"
I hope this answers your question
