I have just noticed that 1 of my Neon's has got a single row of scales on either side at the bottom of its belly that looks like they are lifting off. It is also just sort of hanging diagonally in the water. Does anyone have any idea as to whats wrong?

I have put him in a guppy breeder for the moment to keep him seperate from the rest of the tank.

Is it bloated as well?

Unfortunately, that sounds like dropsy. It's generally caused by a bacterial infection in the kidneys. They start to shut down and the body fills with fluid. In tropical fish it is pretty much always fatal.

Pretty much the only things you can try is an oral antibiotic food like Medigold (Jungle also makes some) combined with antibiotics added to the water (I recomend Maracyn Two) and maybe an epsom salt bath. But honestly, there's not much hope.

That was my guess too, although e didn't look bloated. No one else seems to be affected though. Thanks for the advice.
