I notice that my parrotlet seems to have this dandruff like stuff when he is preening himself... all over his back and stuff... he seems healthy and stuff is this normal?

This is perfectly normal this is whats called feather dander, When a bird is going through a molt and getting new feathers through you will notice pin like feathers cover in what looks like plastic once this breaks it forms dander which goes everywhere hehehehe.

So do not worry this is normal.
