If i get worms from my back yard, Wash them. and chop them up, could i feed them to a chiclid or frog?

As long as you're sure they haven't come in contact with pesticides or other chemicals.

i always feed earthworms to my fish from around my house when it warms up outside. usually the best time is right after a rain, you can go out and find tons.
