paper training my chihuahua HELP

i have an 11 week old chihuahua. i have him pad trained for peeing but, not pooping. he was close a week ago. he would poop along side the pad but, now he goes anywhere. it is important i pad train him. we live in minnesota by the canadian border and the winters are way too cold for us let alone a 6 pound chihuahua. should i perhaps try to litter box train him in a more confined area? please, any ideas would be GREATLY appreciated.
