my cat gave birth 4 weeks ago, 4 kittins, 2 survived. The male kitten is walking on his own but with a struggle. i figure it is normal because he is just learning. But the female shakes severely when she tries, and continuously falls all over the place. The only time she remains still is when she lays down and plays.

And ideas if anything is wrong or is this normal would help greatly

at 4 weeks old that is not normal. I've fostered 4 week old kittens, without moms, who have been able to get around quite well. More than one litter, kittens from different litters.
You need to get them to the vet. And get mom spayed in case this is genetic.

Has mum had a vet check after the birth, and on special need because of the birth, she will need extra for her and her kitten's, the kittens really really need to see a vet, to have a full health check

Only the vet could tell you what's going on. I'm glad you made an appointment. Good luck!
