I have had fish ever since i was born literlly my parents had a 300 gallon set up in my room and i have never done a cycle ever in my life and i have never really had any serious problems with my fish so i am wondering if it is necessary to do it before i set up my new 10 gallon and if so how is the proper way?

Yes, if you want a better chance of having your fish survive you should do a fishless cycle first.

This articles covers the nitrogen cycle and the various methods of cycling a tank. I highly recommend the fishless method.
