I have a 20 GAL tank with a filter and a one gallon with an air pump. My boyfriend was wanting to buy a 2.5 gallon tank and was wondering which one is better, a air pump or a filter?

You need a filter. There are some filters that are run by air pumps, but just an air pump alone won't do.

cherylmason323, if you want me to choose only one, I will choose filter. Of course installing both air pump and filter will be better. Besides fitration, the water movement from the filter can increase air exchange. The air exchange can be further increased by an air pump.
