It could be an alergic reaction to something. After worming one of our pups recently, he broke out in something like hives all over his body. Plus, where a little bit of the wormer got on his snout, he had a place that almost looked like mange! We gave him some Benadryl for a week or so, and it is all cleared up - even the spot on his nose. Hope that helps.

Also, the dam of the pup I was talking about, she has a spot on her back near the base of her tail that sometimes gets irritated. She'll rub it (up against walls, etc) so much that the hair thins, and sometimes bleeds a little. Does your dog have any white on him? If so, he may also have sun poisoning or something.

What do they look like? Is the hair falling out? Does it bother her, like she is biting at it? Are the scabbed over? Info please!

Fleas???
If not it could be skin allergies. Talk to a vet, and a change in her diet may help.
