Does he run about a lot? He is a stud. And, when was the last time he had his teeth checked by a horse dentist, and no, not all vets are qualified to file the teeth down. No matter how much they will eat, no weight gain, and most often, have a lot of grain/feed on the floor where he has to eat, due to poor mastication.
Another thought, his bloodline possibly being thoroughbred, he won't gain much like an old typy Bull quarterhorse would. Are his bones fine? Or heavy? Parents?
I would have the teeth filed first, and then wait a month and see any weight gain or not. good luck.
