Where can I find an organization that tests and regulates electric dog collars? Recently, I have lost a dog to an electric dog collar. She was a loyal friend and great pet. The voltage from the collar stopped my dogs heart. I would like to find those pet owners who have lost a pet or who have had a pet injured from one of these devices and would like to tell their story.
