It's gonna take some serious, consistent effort in training him, and that means that in order to not confuse him in the future, the children or anyone cannot allow him to bite and growl as well in play.
I would get a small choker collar, and when he tries to do this, jerk him back and make him sit, firmly. Using the word "NO" when he disobeys too at the same time, and mucho praise when he does well. Reward with small dog cookie. He's a pup, so they tend to be hyper a bit but consistence is the key. Good luck. May want to ask vet if he can suggest a calm-aid if he does not get better, or go see the catalogs for one, such as Jeffers Vet or Omaha Vet or Lambriarvet.
